  • Overview

    THE CENTECH GROUP, Inc. (CENTECH®) is seeking a qualified and experienced Business and Process Integration Lead to successfully support the U.S. Department of Transportation (DOT) Office of the Chief Information Officer (OCIO). The person in this position will provide management of the Enterprise Information Technology Shared Services (EITSS) enterprise. This person leads all aspects of the governance process, ensuring change management, configuration and release management with related documentation is completed. They will participate in the planning of integration activities with the other contractors working within the environment to ensure tasks are completed successfully. Operates as the lead executive for independent verification and validation (IV&V) and testing services.

    Responsibilities

    • Comprehensive change management including receiving, documenting, and classifying Common Recall Que(CRQ); facilitating change management meetings; and implementing, monitoring, and reporting on changes to system components
    • Receiving and documenting all CRQ and classify proposed changes to the services, which will include, but not be limited to, change cost (if available and applicable), risk impact assessment, and system(s) security considerations
    • Ensuring that appropriate back-out plans are documented and in place in the event of systems failure as a result of the change
    • Communicating any service changes to the Government and to the DOT customers prior to implementation
    • Developing and maintaining a schedule of planned approved changes Forward Schedule of Changes(FSC) and provide it weekly to DOT for review
    • Executing change logistics
    • Providing change documentation as required including, but not limited to, proposed metrics as to how effectiveness of the change will be measured
    • Coordinating, scheduling, conducting, and facilitating change review board meetings to include, but not be limited to, review of planned changes and results of changes made, ensuring that all appropriate parties are invited and represented in accordance with approved board policies
    • Publishing and communicating the approved FSC to all appropriate information technology (IT) and business unit stakeholders within DOT and notify these stakeholders of change timing and impact
    • Overseeing the approved change build
    • Ensuring that thorough testing is performed and documented prior to release and assess DOT business risk related to any change that is not fully tested prior to implementation
    • Providing documented test results notify DOT of completion of testing and business risks associated with change
    • Monitoring changes, performing change reviews, and reporting results of changes, impacts, and change effectiveness metrics on a weekly and monthly basis
    • Verifying that change met objectives based upon predetermined effectiveness metrics and determine follow-up actions to resolve situations where the change failed to meet objectives
    • Conducting/facilitating change management processes and meetings of one or more change management boards
    • Developing, documenting, updating (where appropriate), and executing change management processes that meet DOT requirements and adhere to defined DOT policies
    • Receiving and documenting all Request For Change(RFCs) and classify proposed changes to the services, which shall include change cost, risk impact assessment, and system(s) security considerations.Perform assessment of changes as well as implementation of changes
    • Closing out RFCs that met successful change objectives or changes that were abandoned
    • Providing a Change Management Plan to DOT for review
    • Communicating any service changes to Government prior to implementation
    • Coordinating scheduling, and conducting change review board meetings to include review of planned changes and results of changes made, ensuring that all appropriate parties are invited and represented in accordance with approved board policies
    • Performing post implementation reviews and provide the Government with the implementation status report
    • Performing comprehensive configuration management on all Government- approved infrastructure systems and components
    • Developing an appropriate configuration management strategy
    • Providing the services, processes, and supporting documentation to operate the engineering test environment that replicates as closely as possible the DOT infrastructure
    • Conducting and managing IV&V testing services, the activities that ensure that all EITSS Infrastructure Operations contractor engineered solutions (endpoint and infrastructure) configured with or added to the infrastructure work together cohesively to achieve the intended results. Engineered solutions may include Commercial Off the Shelf (COTS), Government Off the Shelf (GOTS), or custom solutions
    • Ensuring that all requirements are adequately tested or demonstrated and that test results are as expected and can be repeated

     

    Qualifications

    • At least eight (8) years of related experience with an emphasis on change, problem, configuration and process management programs and/or project
    • At least five (5) years of proven experience managing a program with at least 50 personnel delivering common services
    • At least three (3) years of experience interfacing and presenting to executives
    • Must possess a bachelor’s degree - degree may be substituted with six (6) additional years of related experience
    • Must have general knowledge at an enterprise level of providing change management and process integration for Infrastructure management, hosting support, cybersecurity, and application development 
    • Experienced in provisioning, management, administration and troubleshooting of the data network services (wireless local area network [WLAN], file and printer servers, firewalls, routers, switches, circuits, virtual private network (VPN), email related servers, etc.)
    • Experienced in back up storage provisioning, capacity management, and day-to-day operations of the installed storage and data environment and their corresponding support services
    • Experience using industry standards and agency tailored processes to maintain network availability and to ensure/maintain security accreditation
    • Experience providing integrated security services for monitoring Infrastructure and Network activity (remote access, firewall management, security vulnerability and detection, etc.)
    • Experience in the management of customer applications, application servers, storage, databases and/or Web services
    • Experience in technical design services and activities associated with the assessment and definition of functional, performance, IT continuity and disaster recovery, and security requirements that also comply with regulatory and agency policies
    • Experience with incident management for Tier 2 and 3 as it relates to restoring normal service operation as quickly as possible and minimizing the adverse impact on business operations
    • Experience with configuration management services to identify, control, maintain and verify installed hardware, software and network versions including change and release management
    • Experience with continuity of operations (COOP)/disaster recovery (DR) services to ensure capability to resume critical business functions to specific performance targets within specified time periods
    • U.S. Citizenship required
    • Must be able to obtain/maintain agency clearance (Public Trust)
