  • Overview

    THE CENTECH GROUP, Inc. (CENTECH®) is seeking a qualified and experienced Program Manager (PM) to successfully manage services supporting the 26th Network Operations Squadron (26 NOS). The 26 NOS is located at Maxwell Air force Base-Gunter Annex, Alabama. The person in this position will manage the team of 26 NOS personnel that operates, manages, and defends the Non-classified Internet Protocol Router Network (NIPRNet) gateways and the Secret Internet Protocol Router Network (SIPRNet) equivalents; all Service Delivery Point (SDP) routers on both NIPRNet and SIPRNet; the Integrated Management Suite (IMS) out-of-band (OOB) management networks; the Joint Regional Security Stacks (JRSS) on NIPRNet and SIPRNet; the Joint Management System (JMS) OOB management network; all 26 NOS Air Force Network (AFNet) workstations, printers, and servers; the training lab environment and the external Domain Name System (DNS) for the AF (both af.mil and af.smil.mil). Specifically, support is required for Persistent Network Operations, Defensive Cyberspace Operations (DCO), U.S. Department of Defense Information Network (DoDIN) Operations.

    Responsibilities

    Support a Singularly Managed Infrastructure

    • Manage a Wide Area Network (WAN) infrastructure and Service Oriented Architecture that supports many different bases with many different missions
    • Manage the modernization and support of 26 NOS cyber security architecture, capabilities and services
    • Provide support of enclaves, trust relationships and federation
    • Provide data analytics and metadata components, infrastructure, management, capabilities, and services

     

    Provide Network Operations and Enabling Capabilities

    • Provide situational awareness for AF Senior Leadership across the broad spectrum of 26 NOS managed networks and services
    • Support effective network forensics analysis
    • Provide rapid threat response and analysis
    • Effectively manage and accelerate network problem troubleshooting and resolution
    • Support the delivery of World Class enterprise service management
    • Manage enterprise application services
    • Provide in depth reporting of network performance

     

    Enterprise Solutions and Integration

    • Effectively manage the modernization and upgrade of enterprise networks
    • Utilize systems engineering processes for all modernization projects
    • Perform design and integration reviews for upgrade projects
    • Train personnel on new and evolving technologies and ensure all certifications are obtained as needed
    • Provide network architecture design and implementation for modernization efforts

     

    Provide Mission Assurance and Readiness

    • Provide methods and procedures for preventing, remediating or mitigating risks resulting from network infrastructure vulnerabilities
    • Maximize mission effectiveness of 26 NOS forces through mission planning, critical self-analysis, and the implementation of tactics
    • Deliver information, products and services that provide mission assurance IAW AFI 14-133, Intelligence Analysis
    • Provide detailed planning for exercises that assess mission readiness and capability

     

    Provide Certified Personnel

    • Ensure all positions are filled with employees holding the required certifications and years of experience
    • Ensure that appropriate staffing levels are maintained to meet all mission requirements

    Qualifications

    • Bachelor’s degree in Computer Science — Computer Engineering, General; Computer Hardware Engineering; Computer Software Engineering or related discipline
    • A minimum of ten (10) years of program management experience delivering network support services
    • Professional background or certification in cyber security and communications (preferably military communications)
    • Experience in the use of innovative processes, continuous quality improvement, and project scheduling tools for cyber security and communications operations and maintenance (O&M) activities and task deliverables
    • Proven expertise in the management and control of funds and resources and demonstrated capability in managing a task with an integrated team (military, civilian, & contractor staff)
    • Ability to create a government-contractor relationship that promotes achievement of mutually beneficial goals and promotes a partnership environment
    • Active DoD Top Secret SCI eligible (TS/SCI) clearance is required
    • Candidate must be available within one hour during core operating hours to meet on the installation with government personnel to discuss important program issues. Outside of core operating hours, the candidate must be available twenty-four (24) hours, seven (7) days a week (by phone or in person)
