  • Overview

    THE CENTECH GROUP, Inc. (CENTECH®) is seeking a Director of Programs and Operations. The person in this position will oversee the design, enhancement, implementation, reporting, and oversight of the firm’s contractually-binding operations. As a key senior executive of the firm’s leadership team, the person in this postion will assist in building, implementing, and overseeing all of the firm’s client support systems, processes, work-flows, guidance, policies, training, and procedures. This person will also assist in shaping and guiding the future growth and development of the organization, along with ensuring that the company fulfills all contractual commitments, achievement of excellent Contractor Performance Assessment Report (CPAR) ratings and assist on-site program, project and task order managers to receive excellent performance ratings. This position will be based in Falls Church, Virginia.

    Responsibilities

    • Comply with the requirement of a minimum three (3) times a year, direct personal interface with client representatives at minimum the following; the clients’ division chief or program manager, contracting officer's technical representative (COTR), and the contracting officer
    • Leads the effective management and implementation of all quality management, company and project programs requirements
    • Assures and verifies that for each contract there is a published and well-known risk management plan
    • Assists the Division directors in managing all resources required for contractual compliance and execution
    • Conducts performance reviews and professional development plans for program, project, and technical managers
    • Assists Division directors in oversight of organizational structure and selection of new team members
    • Works with associates, when necessary, to handle challenges or implement improvements in order to deal with problem resolution and risk management tasks
    • Assists with ensuring the Division directors manage relationships with external resource providers
    • Leads all tactical and strategic team meetings on field operations matters
    • Owns segmentation/migration plan, if implemented, for business profitability
    • In collaboration and cooperation with Division directors, directs field operations to achieve budgeted results and other financial criteria, and to preserve the capital funds invested in the enterprise
    • Participates in the development and preparation of short-term and long-range plans and budgets based upon broad organization goals and objectives. Recommends their adoption to management
    • Fulfill all the requirements for the development, communication and implementation of effective contract performance requirements
    • Responsible for the measurement and effectiveness of all contract management requirements; provides timely, accurate and complete reports on the condition of each contract
    • Provide the planning, and successful implementation for new contracts the required new contract transition management. Assure that for each new contract start-up that all elements of a transition plan are successfully executed
    • Manage and cultivate existing relationships with clients and/or partners to secure and expand recurring revenue streams
    • In collaboration, coordination, and cooperation through the Division directors, to meet  those performance standards and formally evaluate their performance on a triennial basis must first establish performance standards, provide leadership and guidance to each program, project and task manager
    • Assures that the Division directors are fully knowledgeable, and have complete and accurate knowledge of every contract deliverable in each contract that CENTECH is responsible to perform
    • Responsible for the  collaborative and cooperative support on problem-resolution issues to the Division directors and report to the chief executive officer (CEO) immediately upon learning any performance or problem on a given contract regardless of the issue or concern

     

     

    Qualifications

    • Minimum seven (7) years' business management experience across a wide range of business disciplines, preferably performed in the federal information technology (IT) space
    • Master’s degree from an accredited educational institution: Masters of Business Administration (MBA), computer sciences, or engineering desired
    • Must be able to pass a corporate background check and, if necessary, a federal security investigation; an active U.S. Department of Defense (DoD) Secret (Top Secret eligible) or U.S. Department of Energy (DOE) Q clearance is desirable
    • Extensive proposal strategy, development, and review experience
    • Project Management Professional (PMP) certification is highly desired
    • Proactive in identification of client needs and changing technology trends/standards
    • Broad knowledge of the federal support industry and marketplace
    • Deep experience in program budgeting and fiscal management
    • Analytic and decisive decision maker with the ability to prioritize and communicate to staff key objectives and tactics necessary to achieve organizational goals
