    THE CENTECH GROUP, Inc. (CENTECH®) is seeking a Software Analyst to support the U.S. Air Force (AF) Advanced Research and Technology Enclave Management and Information Support (ARTEMIS-5) Services task at the Air Force Research Laboratory (AFRL) Rocket Lab.

    A qualified candidate may be selected as key personnel.

    This position will be located near Edwards Air Force Base, California and is contingent upon contract award.




    • Execute software management IAW appropriate regulations for software at the AFRL Rocket Lab
    • Designate personnel for Unit Software License Manager (USLM) support
    • Coordinate, track, and test software for appropriate systems on research, development, test, and evaluation (RDT&E) enclave
    • Identify test procedure and document test results for software security and suitability assessment consistent with Air Force Network Integration Center (AFNIC) process
    • Maintain test procedures and test configuration for follow-up testing throughout the software life cycle
    • Identify concerns and risks for suitability of the application with regard to supportability and maintainability
    • Obtain and coordinate approval from the Information System Security Manager (ISSM) and Information System Security Officer (ISSO) for contractor developed acceptable use configurations in accordance with the applicable system architecture
    • Submit complete software security a suitability assessment package for approval from the appropriate system authority for all new titles or major versions of existing titles
    • Maintain, document, and review a software media and license library (electronic and physical)
    • Track, inventory, an audit software licenses for the AFRL Rocket Lab software library
    • Sustain a record system for the status, location, ownership and usage information of all licenses in the inventory
    • Reconcile the mapping, normalizing of software titles to local and commercially accepted name monthly basis (ensures licensing auditing is accurate)
    • Complete reporting requirements for software management
    • Provide a detailed report listing the licenses by manufacturer, edition, and version assigned to individual users or computers shall be generated within one business day, upon request
    • Track and maintain documentation for status of software service/maintenance and support agreements to coverage dates, agreement numbers, and product/services
    • Monthly report summarizing all software licenses within the library

    • Notify the government of all agreements which are due to expire during the next fiscal year, no later than the end of the first week of May during the current fiscal year
    • Annual report of inspection and inventory of all licenses and media registered in the software library
    • Perform software license management in accordance with AFI 33-114_AFMCSUP_I
    • Complete 90% within ten (10) business days of software receipt by the tester
    • Complete all software testing within 30 days unless approved by Contracting Officer Representative (COR)/Program Manager (PM)
    • Provide additional notices for agreements that are due to expire (without replacement) every 30-days beginning 90 days before expiration
    • Accept outage reports and trouble tickets via phone, chat, website input and customer walk-up
    • Submit tickets through the government approved information system to the appropriate office for resolution and implementation
    • Brief and report the status of government network services and supporting AF infrastructure service interruptions
    • Performs other duties as assigned (software manager, property or equipment custodian)


    • Bachelor’s degree and a minimum of two (2) years of information technology (IT) service center management experience
    • Experienced, successful support of activities of a service desk
    • Candidate must possess a current Secret clearance as a minimum
    • The minimum qualifications for this position are Help Desk Institute Support Center Manager (HDI-SCM) certification, Information Technology Infrastructure Library (ITIL) Foundation v3 certification, and two (2) years IT service center management
    • Must have a broad, deep customer service orientation and professional demeanor
    • Must possess above average verbal and written communication skills
    • Must possess a general understanding of network architectures, client computing resources, and troubleshooting practices in a Microsoft Windows Operating System environment
    • Must have the ability to prepare, objectively review, and deliver technical presentations
    • Must have schedule flexibility to work varying hours (days and possibly occasional nights or weekends) when required by operational tempo


    Desired skills:

    • Demonstrated experience interfacing with senior AF and/or U.S. Department of Defense (DoD) customers, as well as experience serving multiple DoD agencies, is highly desired
    • Remedy trouble ticket experience and skills is highly desired
    • Experience with AF Communications Focal Point (CFP) applications, communications, infrastructure, processes, procedures, instructions, and task orders is considered a significant plus
