Overview

THE CENTECH GROUP, Inc. (CENTECH®) is seeking two (2) Program/Contract Managers (PMs). The people in these positions must be knowledgeable of the Advanced Research and Technology Enclave Management and Information Support-5 (ARTEMIS-5) Services. They will be responsible for providing the overall planning, direction and management of the task and supporting corporate initiatives as needed. Responsibilities include administrative responsibility, personnel and resource management, review technical processes, developing and enforcing project schedules and maintaining professional standards of performance. The PM ensures that the Performance Work Statement (PWS) and requirements are satisfied and that clients will recommend CENTECH for additional work. This bid position is contingent upon award and the qualified candidate may be selected as key personnel.

 

Responsibilities

  • Primary representative responsible for all work awarded under the contract, participating in Program/Project Management Reviews, and ensuring adherence to all standards
  • Provide program management support to ensure the government’s requirements are met within schedule, fulfill customer requirements, and ensure customer satisfaction
  • Coordinate, integrate, plan, and oversee tasks, functions, contractor administration and management, cost management, and reporting to the government on all activities
  • Monitor program level risks and possible mitigations as they relate to services
  • Monitor work performance, measure results, ensure deliverables and services meet or exceed contract requirements, support management and decision-making, and facilitate communications using key performance measures
  • Risk/problem analysis and resolution
  • Maintain systems to address and record government issues to allow improving of performance
  • Handle requirements and information technology and system engineering solutions using proper database management tools
  • Recommend and provide a cost reduction plans for system and service modernization, upgrades, and replacement activities
  • Use key performance parameters to monitor work performance, measure results, ensure deliverables and services meet or exceed contract requirements, support management and decision-making, and facilitate communications
  • Institute and maintain processes that ensure problems and action items discussed with the government are tracked through resolution and provide timely status reporting
  • Accomplish all necessary phase-in/transition-in and transition-out planning and implementation activities effectively and seamlessly while in continual coordination with the government
  • Must provide knowledgeable support regarding ARTEMIS-5 Services (Rocket Lab services include service desk support, hardware management, software management, knowledge management, communications support, field services, and specialized information systems support)
  • Performs other duties as assigned

Qualifications

  • Bachelor's degree in engineering, science or related technical discipline plus 15 years or Master's plus ten (10) years of experience in a technical position
  • At least eight (8) years of technical project management experience or Project Management Certification (PMP) required 
  • At least five (5) years of experience managing staff is required
  • In some cases, educational requirements may be adjusted or waived for more than 20 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages. The candidate’s should have 20+ years’ experience, with at least ten (10) years’ experience supporting MDA or DoD. The ideal candidate’s will have experience in managing and administering large indefinite delivery/indefinite quantity (IDIQ) type delivery orders/contracts
  • Must have strong project management and leadership skills within Missile Defense Agency (MDA) or U.S. Department of Defense (DoD) environment, to include experience leading high visibility multi-million dollar projects
  • Knowledge of information technology (IT) acquisition, budgetary policy and planning formulation process along with its missions and objectives to prepare IT policies and plans
  • Candidates must have data warehousing or experience with large scale electronic library management systems
  • Ability to communicate orally and in writing sufficient to fully coordinate activities with senior level MDA management and officials
  • Ability to work under pressure and meet deadlines
  • Must be able to read, write, and speak English
  • Must be able to effectively communicate with all contractor employees. When communicating with IT professionals, CM must also be able to efficiently and accurately communicate using appropriate technical terminology
