THE CENTECH GROUP, Inc. (CENTECH®) is seeking a Human Resources (HR) Manager/Facility Security Officer (FSO) to ensure mission essential and all cleared employees are compliant with the National Industrial Security Program and Defense Security Service; as a functional element of the HR department.

The FSO will provide day-to-day security process execution and management for all aspects of program security to include: physical security, information systems security, counterintelligence (CI), investigations and operations security (OPSEC). Further, responsible for security education of sites cleared employees on government and company initiatives, policies and procedures. Implementation of an effective security program requires significant experience, discretion and independent judgment. This position will be located at the CENTECH corporate office in Falls Church, Virginia.

The HR Manager has oversight of the HR Department; completing the traditional functions of recruiting, staffing, training, compensation, to fill vacant positions as quickly as possible. This person will maintain the company's Affirmative Action Program, ensure compliance with Equal Employment Opportunity (EEO) requirements, ensure compliance with Fair Labor Standards Act, and ensure non-discrimination in employment. Support the Program Management Office (PMO) respective to functional tasks and actions accordingly.


  • Conduct annual self-inspection using the customer-specific Integrated Security Assessment Checklist and other agencies' specific checklist preparation, development and maintenance of operations Security (OPSEC), standard operating procedure (SOP), protection plans, DD 254 and other required security documentation
  • Prepare and implement security plans or continuity of operations (CONOPS) outlining regulations and establishes security procedures
  • Review, interpret and maintain security classification guides and program protection plans
  • Conduct program security briefings. Develops and administering of program indoctrinations and debriefings
  • Prepare program visitor access requests at the direction of task program management staff
  • Administer and manage classified destruction program, as needed
  • Maintain and manage the applicant tracking system (iCIMS)
  • Maintain and manage in a lead role the recruiting of direct billable positions; including on-boarding 
  • Continously evaluting tools being utilized in sourcing candidates; identifying best solution of ever changing needs and requirements
  • Work directly with the PMO director and the deputy director of HR in support of operations


  • Facility Security Officer Certification
  • Existing Top Secret/Single Scope Background Investigation (SSBI) within last five (5) years
  • More than two (2+) years security management experience, a bachelor's degree and HR industry certifications or more than five (5+) years security management experience and an associate's degree or high school diploma and HR certifications
  • More than two (2+) years of extensive successful work history as HR generalist, HR coordinator, or HR specialist with experience in the federal government contractor support industry
  • Knowledge of JPAS, ISFD, COMSEC DCID, ICD, SF86/SF85P, EQIP, FD-258 and DD 254; and assist in tracking for prime and sub-contractor companies with DD 254 requests
  • Ability to develop solutions to a variety of complex problems
  • Ability to plan, schedule and prioritize activities in accomplishing objectives to meet deadlines
  • Ability to work in a fast-pace, deadline driven company environment
  • Preferred experience with applicant tracking / on-boarding system iCIMS
  • Preferred experience in non traditional sourcing efforts and or tools
  • Desired Skills:  proficient with Microsoft Office Suite including Microsoft Word, PowerPoint, Excel, Outlook and a professional certification that meets the U.S. Department of Defense (DoD) Directive 8570 mandate. Complete understanding and experience with implementing the requirements of the National Industrial Security Program Operating Manual (NISPOM) and  Intelligence Community Directives (ICDs)
