Overview

THE CENTECH GROUP, Inc. (CENTECH®) is seeking a Communications Security (COMSEC)  (TEMPEST) Specialist to serve in the Command, Control, Communications, Computers, and Information Technology Service Center (C4ITSC) – Information Assurance Security Management Services (C4ITSC IT IA) support of United States Coast Guard (USCG) services contract. The person in this position will be responsible for providing the overall planning, direction and management of the TEMPEST Program for this contract. This is a bid opportunity position contingent upon award. Work location is Alexandria, Virginia.

Responsibilities

  • Evaluate, update, and transmit to shareholders the new USCG TEMPEST document, COMDTINST M2241.6 and receive, evaluate, make recommendations on, and include input from shareholders into the new document
  • Visually inspect assigned units and observe, evaluate, and make recommendations concerning Instrumented TEMPEST Survey (ITS) on same
  • Participate in TEMPEST forums to help formulate national level TEMPEST response and policies
  • Evaluate reports from field for accuracy, consistency and trend analysis and make recommendations on reporting guidelines to better provide a consistent, useful document to the field for correction and to TISCOM and MLC for analysis
  • Review past TEMPEST inspection reports for trend analysis and maintain TEMPEST and installation reference library
  • Respond to TEMPEST inquiries from the Headquarters and field units on installation guidance, report formatting, and inspection requirements
  • Discover and evaluate outside sources critical to USCG TEMPEST effort
  • Respond to and provide training for USCG Field TEMPEST Inspection personnel
  • Organizes, directs, and manages contract-wide TEMPEST support functions

  • Manages teams of contract support personnel at multiple locations
  • Maintains and manages the client interface at the senior levels of the client organization
  • Meets with customer and contractor personnel to formulate and review task plans and deliverable items
  • Ensures conformance with TEMPEST program task schedules and costs
  • Establishes and maintains technical reports and repositories

 

Qualifications

  • Bachelor’s degree in Engineering, Computer Science, or Communications related degree is required
  • Must have five (5) years directly related work experience, preferably for the USCG
  • Must have a technical background from a variety of disciplines and TEMPEST courses
  • Must have completed the following TEMPEST courses (all TEMPEST courses are taught by the U.S. Air Force sponsored by National Security Agency [NSA] at Lackland Air Force Base [AFB] - San Antonio, Texas)
    • TEMPEST Fundamentals (required)
    • TEMPEST RED/BLACK Design course (required)
    • Test Equipment course (preferred)
    • Instrumented Field Testing (preferred)
    • Instrumented Laboratory Testing   (preferred)
    • Space and Naval Warfare Systems Command (SPAWAR) or USCG Visual Inspector training (preferred, but refreshers will be required)
