THE CENTECH GROUP, Inc. (CENTECH®) is seeking an Information Technology (IT) Development Project Manager for the Defense Policy Review Initiative (DPRI) Planning Group located at Marine Corps Air Station Iwakuni, Japan. The person in this position will ensure efficient project execution by providing project integration, scope management, time and cost management, quality control and risk management, and communications and stakeholder management for the DPRI projects assigned to them. This includes tracking and managing of project planning from concept development through the requirements and criteria development phases, continuing through the design/OBR phase, to construction and project closeout. Key components of this support also include coordination with the scheduling, utilities, and government furnished material project managers. The person in this position also coordinates the  Information Technology (IT) Infrastructure Team efforts to work with bi-national stakeholders in accomplishing DPRI Infrastructure Program Management Office (IPMO) objectives.


Qualified candidates must possess a valid U.S. Passport for relocating to Iwakuni, Japan.


  • Serve as the contractor site lead under the direction of an off-site program manager and with the assistance of an on-site deputy.  The purpose of this contract is to provide personnel, IT management, information systems management, project management, government furnished material (GFM) management, scheduling program management, financial management assistance, working group facilitation, and physical security specialists. The team supports the management and oversight of the day-to-day interface with users, stakeholders, U.S. Army Corps of Engineers (USACE), and Government of Japan (GOJ) Chugoku Shikoku Defense Bureau (CSDB). 
  • Serve as the IT infrastructure team lead. Provide direct supervision of supervision of an IT management analyst focused on inside/outside plant and an information systems manager focused on the IPMO SharePoint capability. Ensure the on-time delivery of multiple IT projects to provide facilities and capabilities for tenants at MCAS Iwakuni in accordance with bi-national agreements
  • Assist in development, planning, programming, and implementation of IT and telecommunications infrastructure for MCAS Iwakuni. Develop and validate system and component level requirements to meet end user mission needs.  Ensure that planning criteria in the Form 42, charrette report, and basic criteria packages (BCP) are incorporated into design and construction. Develop highly technical and convincing justification to incorporate features in planning documents agreed to by the U.S. government and government of Japan stakeholders. Design and integrate systems of C4I and C4I-related systems to facilitate the realization of flexible, survivable, reliable and sustainable total material solutions to meet defined and validated system requirements
  • Assist in identifying, refining, and validating IT and telecommunications requirements for existing and future facilities and infrastructure development. Evaluates technical aspects of proposed system design solutions provided by government, contractor, end user or host nation agencies. Evaluate design and integration of total design with electrical, mechanical, structural and electronic systems utilizing a holistic systems engineering approach. Oversee and manage all C4I assigned projects to ensure alignment with program objectives and scope (schedule and performance parameters). This includes the identification, evaluation and management of project risks
  • Coordinate with local IT managers on MCAS Iwakuni, ensuring master plans and projects include appropriate IT and telecommunications requirements. Perform the role of resident subject matter experts on C4I systems aboard MCAS Iwakuni.  Perform the role of telecommunications architect including developing infrastructure, validating requirements, and coordinating infrastructure implementation
  • Serve as project coordinator for IT and telecommunications intensive projects. Track and manage project planning, requirements/criteria development, schedule, quality, risk, and communications amongst project stakeholders to ensure efficient project execution. For project tasks requiring external agency support, the contractor shall coordinate all necessary activities for ensuring a unified effort towards realizing overall project objectives and timelines
  • Maintain communication with the project sponsors, DPRI IPMO management, on all aspects of the project to ensure stakeholders are informed of project status against planned project baseline
  • Assist and support with organizing facility planning, management and Host Nation Funded Construction (HNFC) coordination efforts for MCAS Iwakuni DPRI IPMO
  • Maintain project comment lists throughout all project phases. The contractor shall coordinate all comments with project stakeholders and ensure timely submission and response to comments made
  • Initiate and coordinate project requests for information (RFI) throughout all project phases. Manage RFIs in a manner that facilitates timely response and resolution of the RFI. All RFIs shall be tracked and maintained in accordance with processes as defined by the Site Program Management Plan
  • Coordinate with MCAS Iwakuni users/stakeholders S-6 Department, Marine Corps Installations Pacific (MCIPAC) G-6, HQMC, 374th Airlift Wing (AW), Joint Strike Fighter (JSF) Program Office, and Navy Marine Corps Intranet (NMCI) to ensure proper infrastructure and equipment is identified, programmed, funded, and put in place


  • Experience with design and troubleshooting Cisco Routing, Switching and Voice over Internet Protocol (VoIP) solutions in an Enterprise Environment:  6500 series, Sup 720s, 4500 Series, 7206-VXR and standalone Layer-3 switches employed across MCIPAC - Advanced routing/switching, Open Shortest Path First (OSPF), Border Gateway Protocol (BGP), Enhanced Interior Gateway Routing Protocol (EIGRP), Per-VLAN Spanning Tree Plus (PVST+), Rapid PVST, Multiple Spanning Tree (MST)  
  • Strong skills in Quality of Service (QoS), Multicast, load balancing/DNS, network management; experience with technical product evaluation, new product certification, and strong written skills for architecture documentation 
  • Demonstrated experience planning and executing Cisco  VoIP architectures, tactical, and Voice over Secure Internet Protocol (VoSIP) implementations: Cisco Unified Communications Manager (CUCM) 4.3(2) and 7.1(3) clusters   
  • Experience with Cisco Media Gateway Control Protocol (MGCP) and H.323 Digital, Analog and Land Mobile Radio (LMR) Voice Gateways and Gatekeepers required.  Professional certifications demonstrating such knowledge and experience are preferred
  • Experience designing and implementing secure network architectures with National Security Agency (NSA) approved Type-1 encryption devices within DoD networks: General Dynamics KG-75A, KG-175 (Classic, E100, and Mini), KG-175D, KIV-7HS, and Harris SECNET 54.  Professional certifications demonstrating such knowledge and experience are preferred
  • Experience and knowledge in DoD IT management and familiarity with joint basing initiatives
  • Required: U.S. Department of Defense (DoD) 8570 
    • Information Assurance Technical Level 2 (IAT-2) Certification: GIAC Security Essentials Certification (GSEC), CompTIA Security+ Certification (Security+), (ISC)2 Systems Security Certified Practitioner (SSCP); Security+ CE or higher IAT/IAM certification preferred
    • Operating System (OS) Certification – Cisco Certified Network Administrator (CCNA) or equivalent networking certification

  • Required:  Project Management Institute (PMI) Project Management Professional (PMP) Certification or higher
  • Required:  Active Department of Defense Secret Clearance  
  • Required:  Bachelor’s Degree in IT or related discipline and seven (7) years of experience with DoD IT operations. Education requirement may be waived for exceptionally qualified personnel
