Overview

THE CENTECH GROUP, Inc. (CENTECH®) is seeking an Applications Project Manager to be part of the Federal Highway Information Technology Support Services (FITSS) III team. FITSS IIII will provide the Federal Highway Administration (FHWA) with software development and integration, development testing, configuration management support, production support and software maintenance, information technology (IT) program management support, integrated communications and video teleconference (VTC) support, capital planning support, infrastructure support, customer service support (Tier II), SharePoint, Web support and IT security. The person in this position will be responsible for managing a team of 50+ software developers supporting FHWA custom software applications. They are responsible for assembling the project team, assigning responsibilities, and managing schedules and resources to ensure timely completion of assigned projects. 

 

This bid position is contingent upon award and the qualified candidate may be selected as key personnel. Work location is Washington D.C.

Responsibilities

  • Lead application development projects through all stages of the project  life cycle (requirements definition, design, build, test, deploy, and post-implementation support)
  • Coordinate end user training and user acceptance testing for assigned projects
  • Communicate status of all project-related activities to internal and external organization based on agreed timelines
  • Manage project performance (labor actual to estimates, completion time actual to estimates) and project performance to budget
  • Ensure successful project implementation
  • Work closely with clients, project managers, business analysts, and system designers in order to develop effective and high-quality enterprise solutions
  • Ensure that appropriate methods and tools for the planning, development, testing, operation, management and maintenance of systems are adopted and used effectively throughout the organization
  • Identify the use of new and emerging hardware, software and communication technologies and products, services, methods and techniques, and the assessment of their relevance and potential value as business enablers, improvements in cost/performance or sustainability
  • Promote emerging technology awareness among staff and business management
  • Understand and follow policies and procedures such as change management, project governance, configuration management, and release management
  • Ensures adherence to quality standards and reviews project deliverables
  • Provides technical and analytical guidance to project team
  • Recommends and takes action to direct the analysis and solutions of problems

Qualifications

  • Bachelor’s degree in information technology, engineering, business or related field. Master’s degree preferred
  • At least ten (10) years of program/project management experience with demonstrated experience in leading a large IT project teams through all phases of a project life cycle to include risk management
  • U.S. citizenship and able to pass a government background for a Public Trust Clearance
  • Project Management Professional (PMP) Certification preferred
  • Information Technology Infrastructure Library (ITIL) v3 Foundations Certification Required, ITIL v3 Intermediate/Expert Certification preferred
  • Certified Scrum Master (CSM), Certified Scrum Professional (CSP) or related certification preferred
  • Demonstrated Agile software development experience
  • Demonstrated experience applying IT systems security methods and techniques to systems designs
  • Demonstrated experience performing cost/benefit and other appropriate analyses using quantitative and qualitative analytical methods
  • Demonstrated experience implementing new and emerging IT technologies and applications
  • Demonstrated experience with client and customer services to include needs assessment and problem resolution
  • Demonstrated experience with effective oral communication to individuals and large groups
  • Demonstrated experience solving complex problems
