THE CENTECH GROUP, Inc. (CENTECH®) is seeking a Facilities Development Project Manager to support the Defense Policy Review Initiative (DPRI) Planning Group located at Marine Corps Air Station (MCAS) Iwakuni, Japan. The person in this position will ensure efficient project execution by providing oversight for project integration, scope management, time and cost management, quality control and risk management, communications, and stakeholder management for DPRI projects. This includes tracking and managing of project planning related to Iwakuni facilities to be constructed from concept development through the requirements and criteria development phases, and continuing through the design/OBR phase, to construction and project closeout. Key components of this support also include coordination with the scheduling, utilities, and government furnished material project managers. The person in this position also coordinates the  Information Technology (IT) Infrastructure Team efforts to work with bi-national stakeholders in accomplishing DPRI Infrastructure Program Management Office (IPMO) objectives.


  • For project tasks requiring external agency support, coordinate all necessary activities for ensuring unified efforts toward realizing overall project objectives and timelines
  • Maintain communication with project sponsors, DPRI IPMO management on all aspects of the project to ensure all stakeholders are informed of project status against planned project baseline
  • Assist and support with organizing facility planning, management and host nation funded construction (HNFC) coordination efforts for MCAS Iwakuni DPRI IPMO
  • Maintain project comments lists throughout all project phases. Coordinate all comments with project stakeholders and ensure timely submission and response to comments made
  • Provide advice and recommendations or solutions to modify standard practices, equipment, devices, processes, and techniques and resolve a wide variety of complex construction problems
  • Interact with all necessary stakeholders to respond satisfactorily  to unusual needs or special demands resulting from non-US-standard design and construction means and methods
  • Act as a principal contributor on team-based projects or coordinate a team project and provide technical oversight and direction


  • Experience in the storage, retrieval and management of construction project documentation
  • Knowledge of military facility design, planning, military construction programming or actual construction of military structures
  • Experience managing construction projects including formulation of project requirements, refinement of project requirements in engineering terms, submittal of documents, execution of program and project designs, acceptance of project documentation, project completion and development of design and construction schedules for complex land development project

  • Working knowledge of horizontal and vertical construction, land development, airfield design, design development process, construction means and methods, U.S. and Japanese construction  practices
  • Ability to devise, customize, operate, oversee, and/or evaluate specialized information management systems, processes, and applications pertaining to the management of construction projects
  • Knowledge of collateral equipment installation requirements, facility occupancy use requirements, and post occupancy facility evaluation requirements
  • Knowledge and skill in program assessment techniques related to resource allocation, risk management, performance metrics and project execution
  • Thorough knowledge of quantitative and qualitative methods and techniques to develop support deliverable criteria and metrics covering complex program mission and functions
  • Ability to converse in Japanese and knowledge of Japanese design codes and construction industry standards are highly desirable
  • Required:

-  Excellent communication skills, both written and oral, with experience interacting with various levels of military and civilian personnel

-  Skill in preparation, presentation, and evaluation of plans, designs, reports, and other correspondence.

             -  Experience working with a diverse and often conflicting group of stakeholders on politically sensitive and  schedule-constrained construction projects

             -  Project Management Institute (PMI) Project Management Professional (PMP) Certification or higher

             -  Current DoD Secret Clearance  

             -  Bachelor’s degree in engineering/construction management/architecture or related discipline and seven (7) years of experience. Education requirement may be waived for

                exceptionally qualified personnel
