THE CENTECH GROUP, Inc. (CENTECH®) is seeking a Program Manager (PM) to oversee maintenance and help desk support services team of Technical Level experts and provide program management support services for Patrick Air Force Base (AFB) U.S. Air Force, Headquarters (HQ) Air Combat Command (ACC), Air Force Technical Application Center (AFTAC) Mission Support (MS) Further Information Technology Support (FITS) project. The person in this position will be responsible for providing the overall planning, direction and management of the task and supporting corporate initiatives as needed. Responsibilities include administrative responsibility, personnel and resource management, review technical processes, developing and enforcing project schedules and maintaining professional standards of performance. The PM ensures that the Performance Work Statement (PWS) and requirements are satisfied and that clients will recommend CENTECH for additional work.


The AFTAC communications enterprise spans all classification levels (unclassified. classified. collateral. and sensitive compartmented information) and consists of over 30 networks composed of a wide variety of heterogeneous information systems supporting all AFTAC mission areas. AFTAC has connectivity to standard government networks including:  .GOV (unclassified system), Non-Secure Internet Protocol Router Network (NIPRNet) (unclassified system), Secret Internet Protocol Router Network (SIPRNet) (low level classified system and primary mission system), and Joint Worldwide Intelligence Communications System (JWICS) (high level classified system). There are 30+ networks, 200+ servers and supercomputers, and 3,000+ workstations. The AFTAC enterprise network infrastructure consists of virtual private network (VPN), local area network (LAN), and wide area network (WAN) components.


This bid position is contingent upon award and the qualified candidate may be selected as key personnel.







  • Primary representative responsible for all work awarded under the contract, participating in program/project management reviews, and ensuring adherence to all standards
  • Provide program management support to ensure the government’s requirements are met within schedule, fulfill customer requirements, and ensure customer satisfaction
  • Coordinate, integrate, plan, and oversee tasks, functions, contractor administration and management, cost management, and reporting to the government on all activities
  • Monitor program level risks and possible mitigations as they relate to services
  • Monitor work performance, measure results, ensure deliverables and services meet or exceed contract requirements, support management and decision-making, and facilitate communications using key performance measures
  • Risk/problem analysis and resolution
  • Maintain systems to address and record government issues to allow improving of performance
  • Handle requirements and information technology and system engineering solutions using proper database management tools
  • Recommend and provide a cost reduction plans for system and service modernization, upgrades, and replacement activities
  • Activate internal alert notification procedures
  • Use key performance parameters to monitor work performance, measure results, ensure deliverables and services meet or exceed contract requirements, support management and decision-making, and facilitate communications
  • Institute and maintain processes that ensure problems and action items discussed with the government are tracked through resolution and provide timely status reporting


  • Manage emergency on-call support on a rotating basis
  • Establish and maintain contacts with information technology (IT) industry representatives to support solutions development and recommendations for alternative solutions to me identified IT requirements
  • Provide complete solutions to the government IT PMs from implementation and support implementation up to project completion
  • Provide IT solutions to in-house processes and prepare project plans/schedules for implementation leading to the creation of official polices
  • Identify and assemble points of contact/teams across Divisions and Directorates and develop detailed timelines and implementation and installation plans to manage IT installation efforts from inception to operational acceptance
  • Ensure IT projects stay on schedule or coordinate efforts across teams to adjust schedules to meet organizational goals
  • Coordinate, develop and revise purchase requests for bills of material and the documentation to ensure IT assets are acquired against valid IT project requirements
  • Performs the analysis of broad sets of user/organizational IT requirements, manages the interface with IT asset and software license managers to account for change to hardware and software baselines; manage documentation and configuration updates to support follow-on configuration management of IT projects
  • Attend/chair team meetings and 1:1 meetings, or use other means to develop expertise on infrastructure related requirements and develop and document these procedures, and gather information and prepare reports
  • Ensure all work meets performance objectives, standards, and tolerances IAW applicable documents and industry standards that AFTAC will provide

  • Bachelor’s degree and a minimum of eight (8) years of experience or equivalent combination of education and experience
  • Project Management Professional (PMP) certification or a Program Management Professional (PgMP) certification desired
  • Sec + certification desired
  • Certified Information Systems Security Professional (CISSP) would be desirable
  • Proven expertise in the management and control of funds and resources and demonstrated capability in managing a task with an integrated team (military, civilian, & contractor staff)
  • Ability to create a government-contractor relationship that promotes achievement of mutually beneficial goals and promotes a partnership environment
  • Candidate must possess an active TOP SECRET/SCI clearance as a minimum
