Overview

THE CENTECH GROUP, Inc. (CENTECH®) is seeking a Project Manager to oversee the Data Center Operations support services and continuity of operations (COOP) for U.S. Navy SSC Atlantic New Orleans operations services contract. The person in this position will be responsible for providing the overall planning, direction and management of the task and supporting corporate initiatives as needed. Responsibilities include administrative responsibility, personnel and resource management, review technical processes, developing and enforcing project schedules and maintaining professional standards of performance. This person will ensure that the Performance Work Statement (PWS) and requirements are satisfied and that clients will recommend CENTECH for additional work.

 

This is a bid opportunity, contingent upon award and the qualified candidate may be selected as key personnel. Work location is in New Orleans, Louisiana and requires Top Secret/Sensitive Compartmented Information (SCI) clearance.

Responsibilities

  • Primary representative responsible for all work awarded under the contract for the Data Center Operations and COOP , participating in Program and Project Management Reviews, and ensuring adherence to all U.S. Navy standards and procedures
  • Full Data Center Operations and support including backup, operational Servidce Level Agreements (SLAs) and technology upgrades and support
  • Fulfilling agency programs and management activities by operating, monitoring, and maintaining the Data Operations Center (DOC). Use the government provided and maintained software suite SolarWinds. Support encompasses the following tasks:  environmental monitoring to include monitoring computer facilities for proper temperature, humidity, electrical power, and other environmental factors that may affect computer operation
  • Design, development, production, installation, and test amd evaluation of large or small computer systems
  • Provide program management support to ensure the government’s requirements are met within schedule, fulfill customer requirements, and ensure customer satisfaction
  • Coordinate, integrate, plan, and oversee tasks, functions, contractor administration and management, cost management, and reporting to the government on all activities
  • Monitor program level risks and possible mitigations as they relate to services
  • Monitor work performance, measure results, ensure deliverables and services meet or exceed contract requirements, support management and decision-making, and facilitate communications using key performance measures
  • Risk/problem analysis and resolution
  • Maintain systems to address and record government issues to allow improving of performance
  • Handle requirements and information technology support services and data center operations and COOP
  • Knowledge of Federal Acquisition Regulation (FAR) and U.S. Department of Defense (DoD) procurement policies and procedures.
  • Knowledge of help desk support services in line with standard U.S. Navy and information assurance support and procedures
  • Knowledge of Offensive and defensive cyberspace operations
  • Knowledge of DD254 and all security processes for on-boarding staff
  • Knowledge of planning and scheduling all development phases of automatic data processing (ADP) projects
  • Performs other duties as assigned

 

 

Qualifications

  • Bachelor of Science degree in Computer Science, Management Information Systems, Engineering, Physical Sciences, Mathematics
  • Top Secret Security Clearance
  • Ten (10) years of direct work experience with information systems design and/or management
  • Eight (8) years of direct work experience, to include:  design, development, production, installation, and test and evaluation of large or small computer systems
  • Four (4) years as manager of an Enterprise Data Center, to include:  supervising project personnel, scheduling work, writing proposals and preparing bids, and equipment and material logistics control
  • Knowledge of DoD procurement policies and procedures
  • Ability to manage system development and support contracts
  • Organized, directed and coordinated planning and production of all contract support activities
  • Must have demonstrated capability for oral and written communication with all levels of management for planning and control of projects
  • Formulated and reviewed project feasibility studies, determined project cost, interpreted policies, purposes, and goals of the organization to subordinates
  • Familiar with organizational policies and procedures, DoD / U.S. Department of Navy (DoN) Life Cycle Management (LCM), and documentation standards
