THE CENTECH GROUP, Inc. (CENTECH®) is seeking a Senior Technical Program Manager to bid as key personnel. The proposed candidate will be responsible for oversight of administrative and operational support for a multi-functional team of technical level experts at Fort Shafter, Hawaii and provide program management support services for support services contract. The person in this position will provide the overall planning, direction and management of the task and supporting corporate initiatives as needed. Additional responsibilities include administrative responsibility, personnel and resource management, review technical processes, developing and enforcing project schedules and maintaining professional standards of performance. This person will ensure that the Performance Work Statement (PWS) and requirements are satisfied and that clients will recommend CENTECH for additional work.


This bid position is contingent upon award and the qualified candidate may be selected as key personnel. Must be willing to work primarily in Falls Church, Virginia or on customer site at Fort Shafter, Hawaii. Occasional travel to and from these locations and/or Rock Island, Illinois will be required.


  • Provide program management support to ensure the government’s requirements are met within schedule, fulfill customer requirements, and ensure customer satisfaction
  • Coordinate, integrate, plan, and oversee tasks, functions, contractor administration and management, cost management, and reporting to the government on all activities
  • Monitor program level risks and possible mitigations as they relate to services
  • Monitor work performance, measure results, ensure deliverables and services meet or exceed contract requirements, support management and decision-making, and facilitate communications using key performance measures
  • Risk/problem analysis and resolution
  • Maintain systems to address and record government issues to allow improving of performance
  • Handle requirements and information technology and system engineering solutions using proper database management tools
  • Recommend and provide a cost reduction plans for system and service modernization, upgrades, and replacement activities
  • Complete activities and government-provided checklists in an effort to ensure readiness and compliance for inspections
  • Provide full information technology (IT)/information assurance (IA) and other IT support to customers, including during real-world emergencies, natural disasters, and weather events
  • Activate internal alert notification procedures
  • Use key performance parameters to monitor work performance, measure results, ensure deliverables and services meet or exceed contract requirements, support management and decision-making, and facilitate communications
  • Institute and maintain processes that ensure problems and action items discussed with the government are tracked through resolution and provide timely status reporting
  • Accomplish all necessary phase-in/transition-in and transition-out planning and implementation activities effectively and seamlessly while in continual coordination with the government
  • Knowledge of:
    • U.S. Army Pacific mission
    • Engineer, furnish, install, secure and test (EFIST) projects
    • Administrative, program management, project management, staff, and telecommunications subject matter expert (SME) support
    • Compiling and delivering task Contract Data Requirements Lists (CDRLs)
    • DD254 and all security processes for on-boarding staff
    • Compliance with Section 50
  • Performs other duties as assigned




  • Bachelor’s degree and a minimum of 10 years’ experience
  • Professional experience in managing telecommunications and/or datacenter projects of similar scope and complexity to U.S. Army Pacific (USARPAC) Mission Command Facility (MCF), Phase II
  • Project Management Professional (PMP) certification or a Program Management Professional Certification (PgMP)
  • Experience in the use of innovative processes, continuous quality improvement, and project scheduling tools for cybersecurity and communications operations and maintenance (O&M) activities and task deliverables
  • Proven expertise in the management and control of funds and resources and demonstrated capability in managing a task with an integrated team (military, civilian, and contractor staff)
  • Ability to create a government-contractor relationship as liaison that promotes achievement of mutually beneficial goals and promotes a partnership environment
  • Candidate must possess a current Secret clearance as a minimum
  • Willing to travel to Fort Shafter, Hawaii and Rock Island, Illinois
